Romania approved prefilled VAT return under Order 2351/2025.
Romania has issued Order No. 2351/2025, which was published in Official Gazette No. 942 on 13 October 2025, approving the use of the prefilled VAT return.
The same issue of the Romanian Official Monitor (Part I, No. 942, dated 13 October 2025) includes several legal instruments issued by the government and central public administration bodies.
Key government decisions include:
- Approval of the coat of arms for the commune of Breaza.
- Transfer of a public property asset from the Ministry of Internal Affairs to the Ministry of Transport for the extension of Metro Line 6 to Henri Coandă International Airport.
- Amendments to legislation on the labelling and geographical indications of spirit drinks to align national law with updated European Union regulations.
In addition, joint ministerial orders amend agricultural norms related to conditional payments, with a focus on protecting water against nitrate pollution from agricultural sources. These amendments specify requirements for manure storage and the timing of fertiliser application.
Lastly, the National Agency for Fiscal Administration issued an order modifying the pre-completed VAT declaration form known as “Decont precompletat RO e-TVA.”
Earlier, Romania approved updated VAT Form 300 via Order No. 2.131 on 8 Sept 2025. It reflects rate changes from 1 August: 21% standard, 11% reduced, 9% for housing until July 2026. Form includes old/new rate sections; mandatory for 25 September 2025 filing.
