Chair

Barry Larking is an international tax specialist who believes in clear communication of the tax message, whether it is embedded in a website, in a technical report or in a corporate briefing. After graduating from Oxford University and spending a number of years in the City of London as a UK tax lawyer, Barry moved to the Netherlands and has worked there for the last 30 years in Dutch, EU and international tax. After heading up KPMG’s EU Tax Centre he has recently started his own consultancy focused on tax writing, analysis and training. In addition to teaching tax for the IBFD’s International Tax Academy, he has presented in over 30 countries worldwide and authored countless articles, news stories, and multimedia events on EU and international tax. He is also the author of two major rewrites of IBFD’s International Tax Glossary and a former special tax advisor to the United Nations. Barry is a native English speaker, fluent in Dutch, and with a professional working knowledge of French and German.

Hafiz Choudhury works with major multinationals on tax policy and business strategy issues; he also advises governments on tax policy and administration through his consulting firm, The M Group, Inc. (www.mgroupglobal.com).  Hafiz has served on the Extractive Industries Taxation Subcommittee and the Transfer Pricing Subcommittee of the United Nations Committee of Taxation Experts, and was the general editor of the UN Transfer Pricing Manual (1st and 2nd Editions). He has been involved in significant research tasks in international taxation, often working jointly with senior experts such as Dr. Jeffrey Owens (former director of the OECD’s tax function), Prof. Richard Bird, Mr. Dave Hartnett (former Chairman, UK HMRC) and Mr. Pascal Lamy (former Director General of WTO). Prior to starting his own business, he was with IBFD, in Amsterdam, the Netherlands, where he held a variety of roles such as head of the Asia-Pacific/Middle East team, director of business development, and GM of the Americas business. He started his tax career at HM Board of Inland Revenue in the UK (now HMRC), where he received his professional tax training.

John S. Gardner works in trade and competition law, policy analysis, and research, with a special emphasis on U.S. and EU economic regulation.  He served as Special Assistant to the President and Deputy Staff Secretary at the White House for President George Bush from 1989-1992 and in a similar role in the Administration of President George W. Bush, later serving as General Counsel for the U.S. Agency for International Development and as a member of the Board of Governors of the U.S. Postal Service and its Strategic Planning and Capital Projects Committees.  In the private sector, he worked at AT&T and as Vice President of the Schwab Washington Research Group, providing analysis to institutional investors on transportation industries and antitrust mergers and cases and U.S. and EU competition policy issues. After law school, he was associated with the firm of Davis Polk & Wardwell.  He graduated from Harvard Law School cum laude in 1995, earned an M. Litt. in Modern History from Oxford in 1989, and received an AB in history cum laude from Harvard in 1984.  He is a member of the bar of New York State and resides in Alexandria, Virginia.

Peter Hann is a financial writer and international tax adviser based in the UK.  Peter has been involved in projects relating to international trade and taxation and has edited and written for publications on taxation and investment in various countries and regions including the Middle East and China. His areas of work have included advisory projects relating to the effects and use of double taxation agreements, methods of dispute resolution in international business, the tax implications of cross-border transactions and the design and drafting of regulations on tax administration and collection. Other areas of activity have encompassed participation in training courses for tax administration personnel and quality control of tax content in software and websites. His past experience includes roles as tax manager for a major UK multinational, principal research associate at the IBFD in Amsterdam, and as a Senior Manager in the transfer pricing group at KPMG London. He is a UK chartered accountant and has an advanced diploma in international taxation.
