Bolivia's tax authority is stepping up its digital ambitions after joining regional peers at the 60th CIAT General Assembly, where officials outlined a shift away from reactive, in-person services toward a proactive, data-driven model they are calling Tax Administration 3.0.

Bolivia’s National Tax Service (SIN) announced on 18 May 2026 that it has reinforced its commitment to digital modernisation following its participation in a major regional gathering focused on transforming tax administration across the Americas.

Regional knowledge exchange in the Dominican Republic

The SIN took part in the 60th General Assembly of the Inter-American Centre of Tax Administrations (CIAT), which convened from 12 to 14 May 2026 in the Dominican Republic. The event centred on digital transformation strategies for tax administrations, bringing together representatives from member nations, international organisations, and invited delegations.

Executive President Jorge Zogbi Nogales led the Bolivian delegation as part of the country’s ongoing institutional strategy to enhance technical cooperation and modernise tax services. The assembly provided a platform for sharing advancements in digitisation, data analytics, innovation, oversight, and capacity building.

Moving toward Tax Administration 3.0

Zogbi moderated a key session examining fully electronic and omnichannel taxpayer services, featuring presentations from Uruguay, Brazil, and Ecuador.

During her intervention, she emphasised that genuine digital transformation extends beyond simply digitising existing procedures. The SIN leader highlighted that digital identity, electronic services, omnichannel platforms, and data-driven management must work together to simplify compliance, reduce bureaucratic complexity, and strengthen citizen trust while enabling the tax authority to operate with greater timeliness, fairness, and transparency.

The Bolivian tax authority is working to transition from a reactive, in-person operational model to one that is proactive and taxpayer-centred. This shift represents Bolivia’s pathway toward achieving Tax Administration 3.0, characterised by streamlined processes, enhanced transparency, and strategic data utilisation for continuous improvement.

Additionally, on 15 May, participants attended the 2nd CIAT 2026 Technology Meeting, which showcased innovative technological solutions applicable to tax management throughout the region.
