Belgium’s Council of Ministers has approved a draft law to ratify the GIR MCAA, enabling the exchange of information between participating jurisdictions to support compliance with the 15% global minimum tax for multinational enterprise groups.

The Belgian Council of Ministers approved a draft law on 9 October 2026 to ratify the Multilateral Competent Authority Agreement on the Exchange of GloBE Information (GIR MCAA), which Belgium signed on 16 June 2025.

The agreement supports international efforts to combat base erosion and profit shifting by multinational corporate groups. It comes from the Inclusive BEPS Framework developed by the Organisation for Economic Cooperation and Development (OECD) and the G20.

Global minimum tax standards

The Global Base Erosion Regulations establish a minimum tax rate of 15% on the globally realised profits of multinational corporate groups. The regulations aim to ensure large enterprises pay a fair share of tax across all jurisdictions where they operate.

Tax authorities need complete and reliable information to monitor compliance with these rules. The agreement enables the sharing of relevant data across participating countries to verify that corporate groups calculate and apply the minimum tax correctly.

Implementation and information exchange

The FPS Finance will exchange GloBE information with other jurisdictions that sign the agreement once it enters into force. The FPS Finance receives this information under the Law of 19 December 2023 on the introduction of a minimum tax for multinational enterprises and large domestic groups.

The preliminary draft bill has been submitted to the Council of State for review.
