Ecuador removed UAE from its tax haven list and approved travel and salary measures for public officials.
Ecuador has removed the UAE from its list of tax havens under Resolution No. NAC-DGERCGC25-00000037, published in the Official Registry on 17 November 2025. As a result, anti-tax-haven measures, including higher withholding tax rates and related-party transaction rules, will no longer apply to UAE-based individuals and companies.
On the same day, the government approved several public sector measures. Ministerial Agreement MDT-2025-180 authorises public servants Paúl Alberto Guillén Robles and Hugo Franz Peláez Pérez to travel to Madrid, Spain, to study the digital transformation of Public Employment Services. Their expenses will be covered by the Inter-American Development Bank.
Additionally, Resolution MDT-2025-057 sets the monthly salary for the position of “Member of the Financial and Monetary Policy and Regulation Board” at USD 4,463.
These updates reflect Ecuador’s ongoing efforts to align tax rules with international standards while regulating public sector administration and compensation.
