Taiwan launched an anti-dumping investigation into cold-rolled non-directional electromagnetic steel imported from South Korea and China, following a complaint by China Steel Corporation. The probe aims to protect the domestic industry and may result in provisional and retroactive duties.
The Ministry of Finance announced an anti-dumping investigation into cold-rolled flat-rolled non-directional electromagnetic steel imported from Korea (Rep.) and mainland China on 15 December 2025.
The Customs Administration of the Ministry of Finance stated that China Steel Corporation applied for the imposition of anti-dumping duties, provisional anti-dumping duties, and retroactive anti-dumping duties on imported cold-rolled flat-rolled non-directional electromagnetic steel products from South Korea and mainland China. Based on the information attached to the application, the Ministry of Finance believes there is reasonable suspicion that the imported goods have been dumped and have harmed Taiwan’s domestic industry.
To determine whether domestically produced similar goods have suffered unfair competition from imported products, the Ministry of Finance, after submitting the results of its review to the Tariff Rate Review Panel, announced on 15 December 2025, that an investigation would be launched to maintain a fair and reasonable trade environment for domestic industries.
The Customs Administration explained that, in accordance with the Regulations Governing the Imposition of Balancing Duties and Anti-Dumping Duties, the Ministry of Finance has requested the Ministry of Economic Affairs to investigate whether Taiwan’s industry has been harmed. Under Article 12 of the Regulations, the Ministry of Economic Affairs must notify the Ministry of Finance of its preliminary investigation findings within 40 days of receiving the notification. If it is determined that Taiwan’s industry has been harmed, the Ministry of Finance must make a preliminary determination of whether dumping has occurred within 70 days of receiving the notification from the Ministry of Economic Affairs and then decide whether to impose provisional anti-dumping duties.
To prevent importers from bringing in large quantities of the goods during the investigation, which could undermine the effectiveness of anti-dumping measures, the applicant has also requested retroactive anti-dumping duties on goods imported within 90 days prior to the commencement of provisional duties.
The Ministry of Finance will announce the results of the retroactive duty determination when the final dumping determination is completed.
The Customs Administration noted that the cold-rolled flat non-directional electromagnetic steel products covered in this case are cold-rolled flat steel products in coil or non-coil form, with a surface coating of non-metallic insulating material and a thickness ranging from 0.135 mm to 0.715 mm (inclusive). Steel products with an iron loss value exceeding 13.00 watts per kilogram or less than 1.80 watts per kilogram are excluded, under test conditions of a frequency of 50 Hz and a maximum magnetic flux density of 1.5 Webers per square meter.
Interested parties wishing to submit opinions or provide information regarding the scope of the goods or the content of this announcement should send written materials to the Customs Administration (No. 13, Tacheng Street, Datong District, Taipei City) within 20 days of this announcement.
The Customs Administration further stated that manufacturers and exporters who fully cooperate with the anti-dumping investigation may be granted individual dumping duty rates. When Taiwanese manufacturers import goods subject to anti-dumping duties, they must provide proof of production by the involved manufacturers and direct export to Taiwan.
Only after customs review can the individual duty rate for that manufacturer be applied. Importers wishing to apply should notify the relevant foreign exporters or manufacturers to submit their applications within the specified timeframe to protect their rights.
