Spainโ€™s Ministry of Finance confirms conclusion of ITDRC Multilateral Convention negotiations with ten countries to streamline tax dispute arbitration.

The Spanish Ministry of Finance (MoF) issued a joint statement on 25 May 2026 announcing that negotiations on a Multilateral Convention on the International Tax Dispute Resolution Commission have been concluded.

Austria, Bulgaria, Denmark, France, Germany, Ireland, the Netherlands, Poland, Spain and Sweden finalised negotiations of a Multilateral Convention on the International Tax Dispute Resolution Commission (ITDRC) โ€“ a great step.

The Convention is intended to provide permanently available panels to conduct the arbitration phase of mutual agreement procedures in a more swift and efficient manner. The ITDRC will be assisted by a professional Secretariat. The negotiations were completed on 12 May 2026 in Warsaw.

The next step is the signing of the Convention at the earliest convenience. The Convention will be open for other States to join.
