Russia acted out a law that effective from 4 August 2014 requiring Russian citizens to give notice to the Federal Migration Service (FMS) where they have dual nationality, or foreign residence permits. For Russian citizens who already have dual nationality or foreign residence permits must provide notification to the FMS within 3 October 2014 and a 60 day time fix for Russian visitor. A penalty of RUB 1,000 (approx. US$25) will be forced for those who fail to reach the deadline or give unfinished or inappropriate information. But there is no clear concept if the 60 days limit applies to those individuals who come in Russia shortly prior to 3 October. No clear direction has given for determining if a foreign immigration document is considered to be a permanent residence permit by the Russian authorities.
