Romania's tax authority has modernised registration procedures, introducing electronic certificate delivery and clearer filing instructions to improve accuracy and digital access for taxpayers.

Romania’s Ministry of Finance and the National Agency for Fiscal Administration (ANAF) have amended Order No. 1699/2021 to update taxpayer registration forms and procedures under Law No. 245/2025.

Key changes include clarified instructions for Form 060, ensuring secondary offices are properly identified, and updated VAT and tax registration certificates to capture non-resident taxpayer information, addressing previous gaps in the system.

For the first time, Tax Registration Certificates can be issued electronically through the “Virtual Private Space” platform, enabling secure online delivery and real-time updates. Taxpayers retain the option to receive paper certificates if preferred.

These changes are designed to streamline tax administration processes, minimise registration errors, and improve digital accessibility for all taxpayers operating in Romania.
