Romania has approved the model and content of Form (F8000), which will be used by reporting crypto asset service providers, with the final rules largely unchanged from the version released for public consultation earlier this year.

Romania has published Order No. 750/2026, issued by the President of the National Agency for Fiscal Administration, approving the model and content of Form (F8000) for use by reporting crypto asset service providers.

The final Order introduces the official reporting form without making significant changes to the draft version released for public consultation in March 2026. As a result, the reporting framework set out in the draft has been retained in the final legislation.

The approval of Form (F8000) provides reporting crypto asset service providers with the prescribed format for meeting their reporting obligations under Romania’s tax administration framework.

Official Gazette available through e-Monitor

The Order has been published in the Official Gazette of Romania, which is available electronically through the e-Monitor platform.

Under Law No. 202/1998, the electronic edition is provided free of charge in portable document format (PDF), without watermarks or additional markings compared with the printed version. The documents are available to users on the day of publication and may be searched, saved, distributed and printed.

The e-Monitor platform offers free access to Part I of the Official Gazette in Romanian from 2000 onwards and in Hungarian from 2008 onwards, as well as Part II from 2000 onwards, all in PDF format. Parts III to VII are available in a read-only version for 10 days after publication. The service is also being expanded to provide coverage for the entire period from 1990 onwards.

Historical editions of the Official Gazette and the Official Bulletin can be ordered in scanned or printed form, certified as true to the original, while physical and digital collections remain available through the National Library of Romania, the “Lucian Blaga” University Library of Sibiu, the Metropolitan Library of Bucharest and other public libraries.

Earlier, Romania’s tax authority (ANAF) released a draft order on 27 February 2026 establishing Form F8000, which Reporting Crypto Asset Service Providers must use to comply with the EU’s Amending Directive 2023/2226 (DAC8).
