Italy plans to introduce a EUR 2 levy on low-value commercial parcels alongside the EU's new customs duty, aiming to strengthen competition with overseas sellers and support domestic retailers.
Italy will apply its planned EUR 2 levy on low-value commercial parcels in addition to the European Union’s customs duty, Economy Minister Giancarlo Giorgetti told parliament on 8 July 2026.
Under the proposal, the Italian government will impose the EUR 2 levy on parcels with a commercial value of up to EUR 150. Giorgetti said the charge will be applied alongside, rather than instead of, the duty introduced under the EU Regulation.
The combined measures are intended to address competition between domestic retailers and overseas sellers that ship low-value goods, often at lower prices than local businesses can offer. The levies are designed to create a more level competitive environment for retailers operating within Italy and the wider EU.
The Italian levy is expected to complement the EU-wide customs measure once it comes into force in October 2026.
