The European Commission (EC) issued the Notice of the impending expiry of certain anti-subsidy measures in the Official Journal of the European Union (OJEU) on 17 September 2024 concerning the woven and stitched glass fibre fabrics imports from China and Egypt.
The countervailing measures on certain woven and/or stitched glass fibre fabrics originating from China and Egypt are set to expire. The import duties in question were first established by Commission Implementing Regulation 2020/776, which sought to safeguard EU producers from subsidised imports detrimental to domestic industries. These duties were subsequently re-imposed by Commission Implementing Regulation 2022/806.
Under Article 18(4) of Regulation (EU) 2016/1037 of the European Parliament and of the Council of 8 June 2016 on protection against subsidised imports from countries not members of the European Union, the Commission gives notice that unless the following procedure initiates a review.
European Union producers may submit a written request for an expiry review. This request must contain sufficient evidence that the expiry of the measures would likely result in a continuation or recurrence of subsidisation and injury. If the European Commission decides to review the measures concerned, importers, exporters, representatives of the exporting country, and Union producers will then be provided with the opportunity to amplify, rebut, or comment on the matters set out in the review request.
EU producers looking to initiate a review must submit their request to the European Commission within three months prior to the expiration date of the measure.
