Azerbaijan attended a high-profile Coordination Council meeting in Bishkek, Kyrgyzstan, on 7 October 2024.

The meeting comprised high-ranking tax officials from the Commonwealth of Independent States (CIS) Armenia, Belarus, Russia, Tajikistan, Kazakhstan, Azerbaijan, and hosts Kyrgyzstan.

Orkhan Nazarli, head of the State Tax Service (DVX/STS), led Azerbaijan’s delegation.

Akylbek Japarov, the Kyrgyz Prime Minister and Head of the Presidential Administration delivered the opening speech, emphasising the importance of improving payment transparency and streamlining VAT refund procedures through digital solutions.

Orkhan Nazarli highlighted the Coordination Council’s vital role as a platform for knowledge exchange, efficient organisation of tax authority operations, and collaboration among international partners. He stressed Azerbaijan’s commitment to monitoring developments in the global business landscape and its success in adopting advanced tax practices.

Expressing Azerbaijan’s willingness to share its expertise and knowledge in adopting advanced tax practices, Nazarli highlighted the impact of the digital economy on tax policy changes globally, noting that Azerbaijan’s tax system is actively participating in several digital transformation initiatives.

Telman Mammadov of DVX discussed Azerbaijan’s innovative VAT mechanisms for VAT implementation, highlighting new regulations such as the VAT refund project, and VAT deposit accounts aimed at enhancing the tax administration.
