Angola requires large taxpayers to adopt certified electronic invoicing from 1 January 2026, with all companies included by 2027.

Angola’s Ministry of Finance (MOF) has confirmed that electronic invoicing (e-invoicing) will become mandatory for large companies from 1 January 2026, with the obligation extending to all companies in 2027.

The announcement was made on 9 December 2025 in Luanda by José Leiria, Chairman of the Board of the General Administration of Taxation (AGT), during the 11th Methodological Meeting with Large Taxpayers, which focused on “Electronic Invoicing and its Implications.”

Leiria noted that the transitional phase began on 1 October 2025 and will continue until 31 December 2025, allowing companies time to comply. He stressed that companies must use invoicing software certified by the AGT to issue electronic invoices. “The General Tax Administration has initiated a process of certifying software for electronic invoicing. Today, we have more than 500 invoicing software solutions registered in our system, 21 of which are certified for issuing electronic invoices,” he said.

The AGT has committed to assisting companies during the transition, providing support to address challenges in implementing e-invoicing. Denis Barbosa, Head of the Directorate of Major Taxpayers at AGT, added that the forum aligns with the AGT Strategic Plan, which emphasises continuous dialogue with major taxpayers to ensure technical and personalised support.

The move is designed to modernise invoicing processes, enhancing transparency, security, and efficiency in the relationship between taxpayers and the tax administration.
