Bulgaria has joined the OECD’s International Compliance Assurance Programme, boosting tax transparency and certainty through coordinated risk assessments with multinational enterprises.

The OECD has announced, on 17 March 2026, that Bulgaria has joined the International Compliance Assurance Programme (ICAP), bringing the total number of participating countries to 24.

ICAP is a voluntary programme designed to enable multinational enterprise (MNE) groups and tax administrations to work together through coordinated risk assessments. Its focus is on identifying and addressing potential tax issues in a structured and cooperative way.

The programme uses Country-by-Country Reports and other relevant information to facilitate multilateral engagement between MNE groups and participating tax authorities.This approach helps streamline interactions and reduces uncertainty on key tax matters.

By joining ICAP, Bulgaria reinforces its support for greater tax certainty and cooperation with other jurisdictions. The participation demonstrates the country’s dedication to transparent, predictable, and internationally aligned tax practices.
