Russia’s parliament has proposed draft law No. 955850-8, which seeks to reduce the VAT rate on specific food products from 10% to 5%. The initiative aims to combat inflation in the food sector and enhance consumer purchasing power.
This draft legislation was submitted to the State Duma on 1 July 2025.
The targeted goods include essential items such as meat (excluding delicacies), dairy (including ice cream), eggs, vegetable oil (excluding palm oil), sugar, salt, grains, bread, pasta, live fish (excluding valuable species), baby and diabetic food, and fruits and vegetables.
