The government has pushed back the deadline for its temporary export duty on oilseed flax shipped outside the Eurasian Economic Union, prolonging the levy by two years to support domestic processing capacity.
The Government of Russia has extended the export customs duty on oilseed flax leaving the country for destinations outside the Eurasian Economic Union (EAEU), under a decree adopted in Moscow on 25 August 2026.
Decree No. 1073, signed by Chairman of the Government Mikhail Mishustin, amends an earlier decree, No. 2068 of 27 November 2021, which sets export customs duty rates on goods leaving the Russian Federation beyond the EAEU customs territory. The amendment replaces the expiry date in footnote “(14C)” of that decree, moving it from 31 August 2026 to 31 August 2028.
The duty, calculated at 10% of the raw material’s customs value, will therefore continue to apply to oilseed flax exports for a further two years. The measure takes effect from the date of its official publication.
The export duty on flax was originally introduced as a temporary measure aimed at raising capacity utilisation at domestic processing plants. By making exports comparatively less attractive, the government intends to keep a larger share of raw flax within Russia, balancing outbound shipments against domestic processing needs.
The decree was published electronically and bears a digital signature issued under Certificate ID 51AFAB0781ED96E420C41EE5043E303E3, valid from 26 June 2025 to 19 September 2026.
