Morocco formally completed the ratification of the Cabo Verde-Morocco Investment Protection Agreement (2023) and Morocco-Sierra Leone Investment Protection Agreement (2023) on 20 February 2025.
The Investment Protection Agreement (IPA) with Cabo Verde was ratified through Royal Decree (Dahir) No. 1-25-16, enacting Law No. 32-23, and published in Official Gazette No. 7384 on 6 March 2025. This comes after Morocco and Cabo Verde signed nine cooperation agreements covering various sectors on 9 May 2023 in Rabat during the 2nd session of their Joint Commission.
The IPA with Sierra Leone was ratified through Royal Decree (Dahir) No. 1-25-15, enacting Law No. 31-23. The decree was also published in Official Gazette No. 7384 on 6 March 2025. This follows after Morocco and Sierra Leone concluded the 3rd Joint Commission of Cooperation in Dakhla on 28 April 2023, with 13 agreements to boost bilateral cooperation in various areas.
The IPAs between Morocco, Cabo Verde, and Sierra Leone seek to promote and protect mutual investments while fostering economic cooperation between these countries. The agreement also aims to create favourable conditions that facilitate investments by investors from one party within the territory of the other.
