On 22 March 2023, Vietnam signed the Convention on Multilateral Administrative Assistance in Tax Matters (MAAC) to apply international cooperation for tax administration, prevent tax evasion and avoidance. With the inclusion of Vietnam, MAAC now encompasses 147 member countries and offers robust tax administrative measures, such as information sharing, cross-border auditing and inspections, assistance in tax collection, and other activities to contest tax evasion and avoidance. Vietnam’s adoption of the MAAC indicates its dedication to following the OECD’s base erosion and profit shifting (BEPS) guidelines, which involve the implementation of the global minimum tax under Pillar Two.
