The newly approved administrative procedures and forms go into effect on 21 October 2025.

Vietnam’s Ministry of Finance (MoF) issued Decision No. 3563/QD-BTC on 21 October 2025, approving the administrative procedures and related forms under the newly enacted Decree No. 236/2025/ND-CP.

The decision introduces updated procedures for internal inspection activities within the ministry’s management functions. It cites relevant government decrees and National Assembly resolutions as the legal foundation for these changes. Effective immediately, the decision and its accompanying appendix require various departments, including the General Department of Taxation, to implement the new regulations.

Earlier, Vietnam’s government announced that it had issued Decree No. 236/2025/ND-CP, detailing the implementation of Pillar Two global minimum tax rules on 29 August 2025. These rules include compliance obligations and procedures for MNE groups, covering both the income inclusion rule (IIR) and the qualified domestic minimum top-up tax (QDMTT).
