The government of Vietnam announced – on 19 November 2024, during a meeting between officials from Armenia and Vietnam at Hanoi – that both countries confirmed their intention to sign a tax treaty.

At the National Assembly House, right after the welcoming ceremony for the Armenian National Assembly Chairman on an official visit to Vietnam, National Assembly Chairman Tran Thanh Man and Armenian National Assembly Chairman Alen Simonyan held talks, discussed measures to promote bilateral cooperation and exchanged views on issues of mutual concern.

Also attending the talks were members of the Party Central Committee, Chairman of the Foreign Affairs Committee Vu Hai Ha; standing representatives of the Finance and Budget Committee; the Law Committee; the Social Committee; leaders of the National Assembly Office; representatives of the Ministry of Foreign Affairs.

Welcoming the President of the National Assembly of the Republic of Armenia Alen Simonyan on an official visit to Vietnam, National Assembly Chairman Tran Thanh Man emphasised that this is the first visit by the head of the Armenian legislature to Vietnam, after more than 30 years of establishing diplomatic relations between the two countries.

National Assembly Chairman Tran Thanh Man affirmed that “Vietnam always attaches importance to and wishes to strengthen the traditional friendship and multifaceted cooperation with Armenia”, and expressed his delight at the fact that in recent years, Armenia has made steady steps in socio-political stability, economic development, affirming Armenia’s role and position in the international arena.

Regarding the socio-economic situation in Vietnam, National Assembly Chairman Tran Thanh Man said that after nearly 40 years of renovation, Vietnam has achieved many great achievements, with stable socio-political situation, strong economic recovery, and positive and quite comprehensive results.

In 2024, Vietnam will have 14/15 socio-economic targets achieved and exceed the set plan. GDP growth reached 6.82%; estimated for the whole year to reach 6.8 – 7%, GDP per capita reached USD 4,700 – 4,730, belonging to the group of countries with high growth rates in the region and the world, highly appreciated by many large and prestigious international organisations.

National Assembly Chairman Tran Thanh Man also said that the delegation’s visit took place at a time when the Vietnamese National Assembly was holding its 8th session. This session has a large volume of legislative work, including the expected passage of 18 laws, 03 legal resolutions and the first comments on 10 other draft laws.

On this occasion, National Assembly Chairman Tran Thanh Man respectfully invited the Chairman of the National Assembly of the Republic of Armenia Alen Simonyan and the Armenian National Assembly Delegation to attend the National Assembly session on the morning of 20 November 2024.

Regarding bilateral relations, National Assembly Chairman Tran Thanh Man expressed his delight at the positive developments in all areas between Vietnam and Armenia in recent times. High-level exchanges and contacts have been promoted. The two sides have coordinated and supported each other in the international arena in recent times, especially within the framework of the United Nations, the Francophone Community and other international organizations and multilateral forums.

Bilateral economic and trade cooperation has been strengthened, with trade turnover in the first 10 months of 2024 reaching nearly  USD 424 million, up 28.9% over the same period in 2023. Armenia has a number of direct investment projects in Vietnam, including an electronic components factory with a registered capital of USD 12.9 million in Quang Nam. Vietnam also encourages businesses to invest in Armenia, especially in advantageous fields such as agriculture, food processing and textiles.

Believing that the potential for cooperation between the two countries is still very large and that it is necessary to promote cooperation more effectively in the coming time, National Assembly Chairman Tran Thanh Man suggested that the two sides continue to promote the exchange of delegations at all levels, effectively implement existing cooperation mechanisms and agreements, contributing to strengthening political trust between the two countries. The two sides should step up the implementation of the Vietnam – Eurasian Economic Union (EAEU) Free Trade Agreement to create strong and breakthrough changes in bilateral economic and trade cooperation.
