Senate resumed debate on the 2025–2029 National Budget, approved an amendment to the Uruguay Impulsa programme, and confirmed a new ambassador to Spain.
The Uruguayan Senate resumed the detailed consideration of the National Budget 2025–2029 on Wednesday, 26 November, following a temporary recess. Senator Sebastián Sabini reported proceedings in the Chamber.

The Senate also approved an urgent amendment to Article 4 of Law No. 20.417, part of the Uruguay Impulsa: Work and Training Programme. Senator Daniel Caggiani reported the bill, which will now be communicated to the Chamber of Representatives.
In addition, the Senate endorsed the urgent appointment of Bernardo Greiver as Extraordinary and Plenipotentiary Ambassador of Uruguay to Spain. Senator Daniel Caggiani reported the nomination, with Senator Carlos Camy also addressing the Chamber. The resolution will be sent to the Executive Branch for final approval.
During the session, more than 20 Senators, including Graciela Bianchi, Pedro Bordaberry, Javier García, and Tabaré Viera, took the floor to discuss the budget. After over 14 hours of debate, the Senate voted to adjourn until today, 27 November, at 10:00 AM to continue the vote on the articles.
Earlier, Uruguay’s Minister of Economy and Finance introduced proposed changes to the global minimum tax framework (Impuesto Mínimo Complementario Doméstico, IMCD), which form part of the 2025–2029 National Budget Bill.
