Ukraine has joined the Addendum to the CRS MCAA, enabling expanded automatic exchange of Financial Account Information under the updated Common Reporting Standard. The move has strengthened the State Tax Service authorities’ access to information on financial accounts held abroad by Ukrainian tax residents.
Ukraine has joined the Addendum to the Multilateral Competent Authority Agreement on Automatic Exchange of Financial Account Information (Addendum to the CRS MCAA), establishing the international legal basis for exchanging additional information under the updated Common Reporting Standard (CRS).
The Addendum forms an integral part of the Multilateral Competent Authority Agreement and supports the exchange of a broader range of Financial Account Information under the updated CRS and related due diligence procedures.
Expanded tax information
The updated framework will allow Ukraine to receive more complete and structured information from foreign tax authorities concerning financial accounts held abroad by Ukrainian tax residents.
The State Tax Service authorities will be able to use the information to identify undeclared foreign income, establish account holders and controlling persons more accurately, strengthen tax risk analysis and address tax evasion and the transfer of income abroad.
Ukraine’s accession also supports the alignment of its legislation with international and European standards on tax transparency and administrative cooperation.
Updated CRS framework
The Organisation for Economic Co-operation and Development approved the updated CRS in 2023 following a review that considered developments in the financial sector, new financial products and practical experience with the standard.
The revisions broadened the CRS scope, clarified reporting requirements and enhanced due diligence procedures, including provisions covering new financial products and instruments that could serve as alternatives to traditional financial products.
The Addendum enables competent authorities that have signed it to exchange the additional information elements required under the updated CRS, subject to the specified conditions and application dates.
Ukraine’s CRS implementation
Ukraine joined the Multilateral Competent Authority Agreement on Automatic Exchange of Financial Account Information in August 2022 and began participating in international automatic exchange of information under the CRS in 2024.
In 2026, the Ministry of Finance updated Ukraine’s national CRS rules to reflect the amended international standard. Accession to the Addendum to the CRS MCAA represents a further step in implementing the updated CRS in Ukraine.
The updated rules also support alignment with European Union legislation on administrative cooperation and tax transparency, including changes introduced by Directive DAC8 concerning the CRS.
The implementation of the updated CRS standard in Ukraine is being supported by the European Union Public Finance Management Support Programme for Ukraine (EU4PFM).
Accession to the Addendum does not introduce a new tax or require public disclosure of financial account information. Information received under the framework is to be used for tax purposes covered by international treaties, subject to confidentiality and information protection requirements.
