The UK Treasury launched a consultation on 2 September 2025 on the draft Money Laundering and Terrorist Financing (Amendment and Miscellaneous Provision) Regulations SI 2025.
Feedback is invited until 30 September 2025.
The amendments aim to close gaps in the current regime, improve proportionality, and strengthen coordination among anti-money laundering and counter-terrorist financing authorities. Key proposals include clearer customer due diligence rules, simplified registration processes, alignment of crypto asset firm requirements with the Financial Services and Markets Act 2023, and expanded coverage of trust and company service provider activities.
Reforms also target the trust registration service by enhancing transparency of beneficial ownership for trusts with significant UK connections, excluding low-risk or estate-related trusts, and removing the automatic registration trigger linked to stamp duty reserve tax liability.
