Starting 1 November 2025, Romania will impose a RON 25 tax on low-value parcels (below EUR 150) from non-EU countries.
Romania’s government has submitted a draft law to parliament for introducing a logistics tax on 1 September 2025, aimed at regulating the flow of goods from outside the European Union.
Starting 1 November 2025, Romania will impose a RON 25 tax on parcels containing goods valued under EUR 150 that are shipped from non-EU countries. This tax targets distance sales facilitated by suppliers, consignors, or electronic platforms, with the payment obligation resting on these parties.
Postal service providers are responsible for collecting, reporting, and transferring the tax to the State Budget by the 25th of the month following delivery. Noncompliance can carry severe consequences, including criminal penalties of 1 to 5 years’ imprisonment or fines. Failure to report or maintain proper records of shipments can result in penalties ranging from RON 1,000 to RON 10,000.
Parcels not delivered to recipients in Romania are exempt from this requirement. Providers must also submit detailed monthly reports on imported parcels to the tax authorities.
