General Tax Authority unveils a five-year plan to enhance taxpayer services, strengthen compliance, and support sustainable economic development.
Qatar’s General Tax Authority (GTA) has launched its five-year strategy aimed at advancing a modern tax system that supports Qatar’s sustainable development during an official ceremony attended by GTA employees and partners.
This announcement was made on 1 December 2025.
HE Mr Khalifa bin Jassim Al-Jaham Al-Kuwari, President of the GTA, said the strategy draws its vision from the directives of His Highness Sheikh Tamim bin Hamad Al Thani, the Amir of the State of Qatar, who stresses the importance of innovation, development, and placing people at the centre of national progress. He described the initiative as a pivotal turning point for the GTA, designed to enhance efficiency, transparency, and the Authority’s contribution to the national economy.
Over the past year, the GTA conducted a comprehensive review of its institutional landscape and built on previous successes to develop a forward-looking and ambitious strategic vision.
The strategy is anchored on several core pillars: enhancing taxpayer services through simplified procedures, expanded digital services, and proactive support to strengthen compliance and improve satisfaction; reinforcing compliance and oversight mechanisms via risk-based methodologies and modern technologies to ensure a fair and effective tax system; and establishing the GTA as a trusted national hub for economic and financial data by developing integrated databases and advanced analytical capabilities.
Operational efficiency and innovation are also central to the strategy, supported by digital transformation and procedural enhancements.
On the institutional level, the GTA is prioritising human capital development through specialised training programs and creating a motivating work environment, alongside improving transparency through clear guidelines, robust data protection, and performance reporting.
The Authority also aims to support economic diversification and business growth by reducing compliance burdens and enhancing stakeholder engagement via consultations and advisory councils.
The strategy, launched under the theme “Bader” (Initiate), reinforces the role of all employees as partners in driving the GTA’s transformation journey. In a symbolic moment highlighting youth empowerment, two newly joined female employees unveiled the strategy, reflecting the Authority’s commitment to initiative, partnership, and teamwork.
