The government’s deregulation package, vetoed by the President, would have cut maximum fines for tax offences from PLN 44.8 million to PLN 29.9 million and from PLN 14.9 million to PLN 7.5 million. 

Poland’s President Karol Nawrocki vetoed proposed amendments to both the Fiscal Penal Code and the Tax Ordinance Act on 25 August 2025, which aimed to introduce more lenient penalties for formal tax offences.

“I do not agree to lowering penalties for financial crimes in the dramatic situation of Poland’s public finances”, President Nawrocki said in a press conference.

The amendments were part of the government’s deregulation package, which proposed lowering court-imposed fines for tax offences without direct tax losses. Specifically, the package reduced the maximum penalty from 720 to 480 daily rates (PLN 44,793,504 to PLN 29,862,336) and from 240 to 120 daily rates (PLN 14,931,168 to PLN 7,465,584).
