Poland’s Ministry of Finance launched the MCU, allowing users to manage authorisations, submit certificate applications, and download certificates in KSeF.
Poland’s Ministry of Finance launched the Certificates and Authorisations Module (MCU) on 1 November 2025. This module will enable users to manage authorisations in KSeF, submit certificate applications, and download certificates for system use.
Poland’s government published legislation establishing a mandatory national e-invoicing system (KSeF) for large taxpayers, effective from 1 February 2026, and for others, effective from 1 April 2026, in the Journal of Laws on 1 September 2025.

After logging in to the MCU, the user can:
- Manage system user permissions,
- Submit applications for certificates,
- Download issued certificates.
Early access to the MCU will help you plan the process of granting and managing permissions in KSeF 2.0. This will give companies more time to:
- Adapt their procedures and IT systems,
- Ensure that everything works according to regulations,
- Increase security and control over access to data and documents.
As of 1 November 2025, granting new authorisations is only possible through the MCU. This means that granting new authorisations is no longer available within the existing KSeF 1.0 Taxpayer Application.
Certificates and authorisations will enable taxpayers to apply in the MCU and will have legal force, allowing them to access KSeF 2.0 from 1 February 2026.
Certificates used in KSeF are used to confirm identity. They contain personal or corporate data and must be used in accordance with security guidelines:
- If the certificate contains data of a natural person, only that person can use it.
- Certificates assigned to companies (e.g., partnerships) are not tied to specific employees. This means the organisation is responsible for its proper use.
Companies should have clear policies regarding the download, transfer, use, and revocation of certificates. This will ensure that every transaction in KSeF is secure and accountable.
Ownership rights
In MCU, ownership rights give you the ability to:
- Manage permissions,
- Manage subordinate units,
- View permissions.
The owner’s rights cannot be taken away. Within the MCU, the rights of the owners and persons indicated in the ZAW-FA notification were made available.
The need to re-grant authorisations in the MCU module occurs in the following cases:
- A natural person who was not authorised under ZAW-FA in KSeF 1.0 by 31 October 2025,
- An entity that received KSeF entitlements until 31 October 2025.
Granting new permissions to users is necessary to enable them to use the National e-Invoice System from 1 February 2026. Certificates should be treated as sensitive data and should not be shared with unauthorised persons.
