This notice is given by International Trade Commission (ITC). Pursuant to section 1210(b) of the Omnibus Trade and Competitiveness Act of 1988, the Commission is requesting for proposals from interested persons and agencies to amend the International Harmonized Commodity Description and Coding System (Harmonized System or HS) in connection with the Sixth Review Cycle of the World Customs Organization (WCO).

WTO dispute Settlement regarding ADD and CVD measures on coated paper:
The US Trade Representative (“USTR”) is providing notice that the Republic of Indonesia has requested the establishment of a dispute settlement panel regarding anti-dumping and countervailing duty measures on Coated Paper under the Marrakesh Agreement establishing the World Trade Organization and the understanding on rules and procedures governing the settlement of disputes. Public comments are invited and should be submitted on or before 18 December 2015.

CBP final rule for FOIA Procedures:
The Freedom of Information Act (FOIA) is a federal statute that amends the U.S. Customs and Border Protection (CBP) FOIA regulations. Due to the transfer of CBP from the Department of the Treasury to the Department of Homeland Security (DHS), and the subsequent promulgation of DHS FOIA regulations which give that the DHS FOIA regulations generally apply to all DHS components, most of the CBP FOIA regulations have been functionally superseded. This also removes outdated regulations, aligns CBP’s regulatory procedures for processing FOIA requests with those of DHS, thereby creating a consistent standard among the DHS components, and brings CBP within compliance of the FOIA guidelines developed by OMB.

CBP Schedules for agencies with e-filing requirements:
A pilot survey has been held by Partner Government Agency (PGA). Filing of all entries and associated entry summaries will be required in ACE by February 28, 2016. In addition, electronic FDA, NHTSA, and APHIS Lacey data must be filed in ACE by February 28, 2016. Data for AMS, ATF, APHIS Core, CDC, DEA, DCMA, DDTC, E&C, EPA, FSIS, FWS, NMFS, and TTB agencies will be expected to be filed in ACE by July 2016.
