This rule relaxes the minimum size currently prescribed for oranges under the marketing order for oranges and grapefruit grown in Lower Rio Grande Valley in Texas. The corresponding change in the orange import regulation is required under section 8e of the Agricultural Marketing Agreement Act of 1937. This rule relaxes the minimum size requirement for oranges from 2-6/16 inches to 2-3/16 inches in diameter. It will provide additional oranges to meet market demand, helping to maximize fresh shipments.

Importation of Beef from a Region in Brazil:
A proposed rule has been given by the APHIS and has a comment period that ends in 51 days  (04/22/2014). This rule would allow the importation of fresh (chilled or frozen) beef from a region in Brazil (the States of Bahia, Distrito Federal, Espirito Santo, Goias, Mato Grosso, Mato Grosso do Sul, Minas Gerais, Parana, Rio Grande do Sul, Rio de Janeiro, Rondonia, Sao Paulo, Sergipe, and Tocantins) under certain conditions.

Modification of the Handling Regulations, Reporting Requirements, and Import Regulations for Red Types of Potatoes:
The marketing order regulates the handling of Irish potatoes grown in Washington and is administered locally by the State of Washington Potato Committee. As required under section 8e of the Agricultural Marketing Agreement Act of 1937, this action exempts imported red-skinned, round type potatoes from minimum grade, size, quality, and maturity requirements. This rule is expected to reduce overall industry expenses and increase net returns to producers and handlers.

Importation of Live Birds and Poultry, Poultry Meat, and Poultry Products from a Region in the European Union:
In that rule, requirements for the importation of live birds and poultry, and poultry meat and products has established, from the APHIS-defined EU Poultry Trade Region. It was not their intent to prohibit the importation of birds, poultry, and poultry meat and products from Member States of the APHIS-defined EU Poultry Trade Region that conduct trade in poultry and poultry products with other regions that APHIS recognizes as being free of Newcastle disease and highly pathogenic avian influenza.

Extending the Term of Import Permits for Arms, Ammunition and Implements of War and Machine Guns, Destructive Devices, and Certain Other Firearms importation:
This rule amends the regulations of the ATF to extend the standard term of import permits for firearms, ammunition, and defense articles from 1 year to 2 years. The additional time will allow importers sufficient time to complete the importation of the authorized commodity. In addition, it will eliminate the need for the importer to submit a new import application (ATF Form 6), where the importation was not completed within the 1-year period. Extending the term of import permits will result in a substantial cost and time savings for both the industry and ATF, and will not cause any discernible adverse effects.
