Montenegro approved the start of negotiations with Romania on a new income and capital tax treaty and endorsed the draft agreement as the basis for discussions.
The Montenegro government issued conclusions on 28 October 2026, approving the start of negotiations with Romania for a new income and capital tax treaty.
The conclusions also approved the draft treaty as the basis for the negotiations.
The proposed agreement aims to eliminate double taxation with respect to taxes on income and on capital and prevent tax evasion and avoidance.
If negotiations result in an agreement, it will need to be signed and ratified by both jurisdictions before entering into force.
