President Claudia Sheinbaum announced that her government may impose tariffs on imports from countries without trade agreements, including China, under the “Plan Mexico” initiative. 

Mexican President Claudia Sheinbaum stated on 4 September 2025 that her government is exploring the possibility of imposing tariffs on imports from countries without trade agreements with Mexico, such as China.

This measure would be part of “Plan Mexico,” an initiative designed to strengthen the domestic industry, especially in the context of tariffs imposed by US President Donald Trump on certain Mexican imports.

Sheinbaum did not provide specifics on which products or sectors might be targeted.

Mexico is a member of the United States-Mexico-Canada Agreement (USMCA), which replaced NAFTA in 2020. Under this agreement, the three countries are required to conduct a joint review after six years.
