The approved reforms update the economic zones, railway infrastructure, public procurement, ILNAS powers and tax regulations.
Luxembourg’s Government Council met on 31 October 2025 under Prime Minister Luc Frieden, approving a series of measures to modernise economic activity zones, transport infrastructure, and public sector regulations.
Ministers agreed on amendments to planning rules to update economic activity zones in communes’ general development plans, allowing innovative uses such as research and business incubation, higher density, and employee housing.
A EUR 138 million plan to modernise Luxembourg station was also approved, including track upgrades, a new platform, and line separations to improve traffic flow.
The Council endorsed reforms expanding ILNAS’s regulatory powers under EU ecodesign and construction product rules, extended mandatory electronic submission in public procurement, updated fire and rescue personnel ranks, increased allowances for volunteer firefighters, and approved several military and tax treaty measures.
