Kazakhstan’s draft 2027–2029 budget sets key tax-related benchmarks, including a higher MCI and minimum wage, while projecting KZT 29.02 trillion in spending and a KZT 4.56 trillion deficit for 2027.
Kazakhstan’s Ministry of Finance has released the draft Law “On the Republican Budget for 2027–2029,” establishing the government’s financial roadmap for the next three years. The budget does not introduce specific tax measures; it sets certain tax-related values, including the monthly calculation index (MCI) and the monthly minimum wage.
The legislation allocates KZT 29.02 trillion in spending and sets baseline rates for wages, pensions, and social benefits effective from 1 January 2027.
The budget plan targets a deficit of KZT 4.56 trillion, or 2.3% of GDP, while placing strict ceilings on government borrowing and debt accumulation. These fiscal parameters form the foundation for Kazakhstan’s monetary and social policy through 2029.
Social and wage benchmarks
Starting 1 January 2027, the Monthly Calculation Index rises to KZT 4,693, though a separate rate of KZT 4,325 applies when calculating specific state social benefits under Article 10(1) of the Social Code. The minimum wage jumps to KZT 85,000 per month. The subsistence minimum is fixed at KZT 55,173 generally, with KZT 50,851 designated for calculating targeted social assistance.
Pension payments receive an uplift of 8.5% on the same date. The minimum base pension stands at KZT 38,622, while the floor for all pension payments reaches KZT 74,919 monthly.
Revenue and spending
The national budget projects total revenues of KZT 25.44 trillion, with tax collections accounting for KZT 19.54 trillion. Transfers contribute KZT 5.51 trillion, and non-tax income adds KZT 377.2 billion. Total expenditures are budgeted at KZT 29.02 trillion.
This spending plan produces a deficit of KZT 4.56 trillion, equivalent to 2.3% of gross domestic product. Excluding oil-related revenues, the non-oil deficit reaches KZT 10.62 trillion, or 5.3% of GDP.
Fund transfers and regional distribution
The National Fund transfers KZT 2.43 trillion as a guaranteed payment and allocates a further KZT 2.0 trillion for presidential priorities. Three donor regions remit funds to the central budget: Almaty City contributes KZT 600.9 billion, Astana City KZT 241.0 billion, and Atyrau Region KZT 237.9 billion.
Regional subventions total KZT 6.36 trillion, distributed to 17 regions and the city of Shymkent.
