The Ministry of Finance has introduced a pilot project to register public procurement contracts in the Electronic VAT Invoice System. Participation is voluntary and applies to suppliers, subcontractors, and state revenue authorities.
All contracts are signed digitally within the system. Suppliers and subcontractors must record contract details, such as the contract number and date, in the system’s Electronic Contracts module when signing, amending, or terminating agreements.
Registration must be completed by the transaction date on the related VAT invoice. If subcontractors engage third parties, those contracts must also be registered.
The pilot project runs from 16 January to 31 December 2025.
Kazakhstan was an early adopter of e-invoicing in Central Asia, introducing it on a voluntary basis in July 2014 before making it mandatory in 2016.
The system follows a clearance model, where invoices must be validated through the Electronic Invoicing Information System (EIIS) before being sent to buyers. Suppliers issue invoices in XML format, sign them electronically, and submit them to the EIIS, which assigns a unique registration number before forwarding them to recipients. All issued invoices are stored in the system.
Since January 2019, e-invoicing has been compulsory for all businesses selling goods and services.
