The EU Commission has launched a consultation on 19 November 2025 on its plans to revise EU rules on electronic invoicing in public procurement to address shortcomings in the current framework, promote harmonised e-invoicing across the EU, and ensure consistent implementation and interoperability.

The initiative seeks to tackle issues that have limited the effectiveness of the current e-invoicing Directive, including inconsistencies in invoicing standards, varying technical requirements, and barriers to cross-border adoption.

By addressing these challenges, the revision aims to streamline processes, improve compliance, and enhance efficiency in public procurement across the EU.

The consultation is set to conclude on 17 December 2025.
