Ecuador’s new tax cancels interest and fines on debts before 31 December 2024, if the principal is fully paid by year-end.
Ecuador has enacted a tax amnesty that cancels interest and fines on tax debts incurred before 31 December 2024.
However, this relief does not apply to income tax liabilities from the 2024 fiscal year. The measure forms part of the Public Integrity Organic Law and came into effect on 26 June 2025.
To benefit from the amnesty, taxpayers must pay the full outstanding tax amount by 31 December 2025. Those who made partial payments before the law took effect are also eligible, although any interest or fines already paid will not be refunded.
The amnesty applies to all taxes administered by the Servicio de Rentas Internas (SRI). It aims to support public sector transparency and strengthen anti-corruption measures.
The Plenary of the National Assembly approved the law in line with Articles 120.6 of the Constitution and 9.6 of the Organic Law of the Legislative Function. The legislative process included:
- First debate: 16 June 2025
- Second debate and approval: 24 June 2025
In compliance with Article 137 of the Constitution and Articles 63 and 65 of the Organic Law of the Legislative Function, the authentic text of the law and a certification from the General Secretariat confirming the legislative dates have been submitted.
