On August 30, 2009, Ministry of Commerce of the People’s Republic of China (hereinafter referred to as the “Ministry of Commerce”) issued Announcement No. 56 of 2009, deciding to continue to impose anti-dumping measures against imports of phthalic anhydride originated in ROK, Japan and India for a period of 5 years from August 31, 2009 to August 30, 2014.

On February 27, 2014, the Ministry of Commerce issued Announcement No. 14 of 2014, announcing that the above-mentioned measures will expire on August 30, 2014. As of the date of the announcement, any natural person, legal person or relevant organization in or on behalf of the domestic industry may, at least 60 days prior to the expiration of such anti-dumping measures, file a written application for expiry review to the Ministry of Commerce.

The Ministry of Commerce has not received any application for expiry review within the specified time limit of the announcement, and it has also decided not to take the initiative to launch the investigation of expiry review. Therefore, the anti-dumping duties against the imports of phthalic anhydride originated in ROK, Japan and India will not be levied as of August 31, 2014.
