Angola’s new Startup Law creates a legal framework to support innovative, high-growth technology companies.
Angola’s National Assembly unanimously approved, in general terms, the Startup Law Proposal, with 181 votes in favour, paving the way for the creation of a specific legal framework for innovative companies in Angola on 19 March 2026
Presenting the bill, the Minister of Industry and Commerce, Rui Miguêns de Oliveira, explained that the initiative aims to fill the existing legal gap, provide legal certainty, and promote technological innovation.
The minister highlighted that startups can stimulate the economy, create qualified employment, and contribute to the formalisation of economic activities, aligning the country with international trends.
The minister also clarified that the bill sets an annual turnover ceiling equivalent to AOA 3.5 million, without requiring a minimum amount, allowing even initiatives without revenue to be recognised under this category.
Additionally, the minister noted that the model clearly distinguishes startups from micro, small, and medium-sized enterprises by focusing on technology-based businesses with high growth potential and a global orientation.
According to Deputy Ireno Nambalo, the bill’s rapporteur, the initiative seeks to create a favourable legal, economic, and fiscal environment for the emergence and consolidation of innovative companies in the country.
