Hong Kong’s Legislative Council is scheduled to resume the Second Reading debate on the 2026 crypto-asset reporting and amended Common Reporting Standard bill on 4 November 2026.

Hong Kong’s Legislative Council (LegCo) will hold a meeting on 4 November 2026 in the Chamber of the LegCo Complex to address major legislative bills, public governance motions, and procedural statutory resolutions, according to a release by the Hong Kong Inland Revenue Department on 2 November 2026.

A primary item on the agenda is the resumption of the Second Reading debate on the Inland Revenue (Amendment) (Crypto-Asset Reporting Framework and Amended Common Reporting Standard) Bill 2026. Should Members support the bill and pass its Second Reading, it will be committed to the committee of the whole Council for detailed consideration before moving toward its Third Reading.

Earlier, in June 2026, Hong Kong’s Inland Revenue Department (IRD) published new guidance outlining the implementation of the OECD’s Crypto-Asset Reporting Framework (CARF) in Hong Kong.
