The DSE Brokers Association of Bangladesh has proposed a full tax exemption on capital gains from listed securities for individual and foreign investors until 2030.

The DSE Brokers Association of Bangladesh (DBA) has proposed a full tax exemption on capital gains earned by individual and foreign investors from listed securities until 2030, saying it would restore investor confidence, increase market liquidity and encourage long-term investment.

The association submitted the proposal on 28 October 2026 to Finance Minister Amir Khosru Mahmud Chowdhury, Prime Minister’s Special Assistant for Investment and Capital Market Tanvir Shahriar Gani, Bangladesh Securities and Exchange Commission Chairman Masud Khan and National Board of Revenue Chairman Ahsan Habib, according to a press release issued on Saturday.

Individual investors currently enjoy a tax exemption on capital gains of up to BDT 50 lakh from listed securities. Gains above that threshold are generally subject to a 15% tax. The DBA has also called for a review of the tax regime for foreign individual and institutional investors.

The association suggested amending the relevant provisions of the Income Tax Act, 2023, to exempt capital gains from eligible transactions executed through stock exchanges and settled through the designated central depository system. It recommended retaining the existing tax arrangements for sponsors, directors and institutional investors.

The DBA said the exemption should remain in force until Central Counterparty Bangladesh Limited becomes fully operational, which would make the calculation of capital gains and tax liabilities easier.
