Italy has postponed the EUR 2 handling fee on imports of low-value shipments from outside the EU to 1 January 2027 and increased funding for diesel tax credits for road haulage businesses.

Italy has published Decree-Law No. 193 of 23 October 2026, which introduces measures to support the road haulage, agriculture, fisheries and aquaculture sectors amid rising fuel costs.

Low-value shipment fee

The decree further postpones the EUR 2 administrative handling fee on imports of low-value shipments below EUR 150 from outside the EU from 1 October 2026 to 1 January 2027.

This follows the previous Law No. 152 of 7 August 2026, which formally postpones the EUR 2 administrative handling fee on low-value imports below EUR 150 from outside the EU until 1 October 2026. The law entered into force on 21 August 2026.

Diesel tax credit

The decree also increases funding for the diesel fuel tax credit available to road haulage businesses, including an additional EUR 66.4 million in expenditure authorisation and a separate tax credit of up to EUR 60 million for eligible diesel expenses incurred between 1 September and 5 October 2026.  The latter credit may be used to offset tax liabilities until 31 December 2027.
