Ukraine’s State Tax Service had released an “Investor’s Tax guide” covering key tax rules, registration procedures, digital services, tax incentives and mechanisms for protecting taxpayers’ rights.

The State Tax Service of Ukraine had released a practical “Investor’s Tax guide” for domestic and foreign investors operating or planning to launch businesses in Ukraine, according to a press release published on 22 September 2026.

The guide brought together information on the Ukrainian tax system, registration procedures, digital services, tax incentives and mechanisms for protecting taxpayers’ rights. It was designed to help investors understand applicable taxes, payment obligations and interaction with the State Tax Service.

Tax system and registration

The guide was structured into eight practical blocks. Its introductory section outlined the role of the State Tax Service as the main point of contact for businesses and covered its national network of bodies, service points, digital tools and consultation channels.

A separate section provided an overview of Ukraine’s tax system, covering income tax, VAT, personal income tax, single contribution, military levy, excise tax, environmental and land taxes. It described applicable rates, tax bases, reporting deadlines and certain requirements for non-residents.

The guide also set out procedures for registering foreign legal entities or separate units before they began operating. It explained how businesses could submit reports remotely, conduct official correspondence and use available communication channels with the State Tax Service.

Tax incentives and taxpayer protection

The guide covered available tax benefits, special conditions for industrial parks and the application of international contracts on the avoidance of double taxation.

Another section addressed transparency and security, including procedures for conducting audits, automatic budget VAT refunding, debt settlement and mechanisms for protecting taxpayers’ rights through appeals against decisions of the State Tax Service.

The guide also included a practical FAQ section containing answers to common questions from investors.

The State Tax Service said the guide had been designed to clarify the process of entering the Ukrainian market and support predictable and transparent business operations.
