Angola will levy a 5% tax on international tourists' accommodation costs starting late July 2026, with revenues split between tourism development, the national treasury, and local authorities.Β
Angola will introduce a tourism levy on international travellers beginning in late July 2026, following the publication of Presidential Legislative Decree No. 4/26 on 30 April 2026.
The Special Contribution for Tourism requires international visitors to pay 5% of their accommodation costs at classified tourist establishments, including hotels, resorts, and local lodging facilities. The charge applies to each night’s stay, capped at a maximum of seven consecutive nights per visit. Payment will be collected by accommodation providers during either check-in or check-out procedures.
Young international travellers under 12 years old and all domestic tourists are not subject to the new tax.
Accommodation establishments will collect the tax and must transfer the funds to government authorities by the final working day of the month following collection.
The generated revenue follows a three-way split: the Tourism Development Institute receives 50%, the National Treasury gets 30%, and local state administration bodies obtain the remaining 20%.
The decree becomes effective 90 days after its official publication.
