The US Internal Revenue Service (IRS) and the US Treasury Department have issued a notice requesting comments on various IRS forms that are used as withholding certificates for foreign persons (i.e. certificates to claim reduced or zero withholding on US-source payments) and in connection with the EW-8 MOU Program. The latter program enables withholding agents to apply for an electronic W-8 memorandum of understanding.
