Turkey confirmed the entry into force of a broad trade and economic cooperation agreement between Azerbaijan, Turkey, and Turkmenistan. 

Turkey’s Presidential Decision No. 9925 on 31 May 2025, confirmed the entry into force of a trade and economic cooperation agreement between Azerbaijan, Turkey and Turkmenistan. The decision was published in the Official Gazette on 1 June 2025.

The agreement was signed in Turkmenbashi on 14 December 2022 as part of the first tripartite summit, attended by Turkmenistan, Azerbaijan, and Turkey’s leaders, Serdar Berdimuhamedov, Ilham Aliyev, and Recep Tayyip Erdoğan. It came into effect on 21 June 2024.

The three countries agreed to develop long-term cooperation in various fields, including trade in goods and services, energy, agriculture, food and livestock, construction, machinery, equipment, and material production, engineering and automotive industries, chemical and textile industries, transportation and logistics, finance and investment.

The agreement also calls for long-term collaboration in medical services and technology, the pharmaceutical industry, tourism, the development of small and medium-sized businesses, computer, information, and communication technology, space and aviation industries, and postal services.
