Guernsey and Poland | On 23 February 2023, Mr. Andrzej Duda, the President of Poland signed a law ratifying the amending protocol to the Individuals Tax Agreement with Guernsey. |
Latvia and Russia | On 22 February 2023, the Russian upper house of parliament approved a draft law for the termination of the Double Taxation Agreement (DTA) with Latvia. Under the terms of the DTA, the termination would apply from 1 January 2024, at the earliest, if the notice of termination is given by 30 June 2023. |
Belarus and Ukraine | On 21 February 2023, the Ministry of Taxes and Duties of Belarus confirmed the termination of the Double Taxation Agreement (DTA) with Ukraine. According to Belarus, the DTA ceased to have effect from 1 January 2023. |
Albania and Finland | On 16 February 2023, the Albanian Parliament approved the Double Taxation Agreement (DTA) with Finland. |

Cameroon and Czech Republic | On 7 February 2023, the Double Taxation Agreement (DTA) between Cameroon and the Czech Republic was signed for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income. |
Algeria and Japan | On 7 February 2023, the Double Taxation Agreement (DTA) between Algeria and Japan was signed. The DTA contains withholding tax rates for Dividends 5% for at least 25% capital holding; otherwise, 10%, Interest 7%, and Royalties 10%. This Agreement is the first tax Agreement to be concluded between Japan and Algeria in light of the development of economic relationship between the two countries. |
Czech Republic and Sri Lanka | On 3 February 2023, the Double Taxation Agreement (DTA) between the Czech Republic and Sri Lanka was signed in Colombo. Once in force and effective, the new DTA will replace the former DTA of 1978. |

Italy and Switzerland | On 1 February 2023, the Italian Senate approved a draft law ratifying the amending protocol to the Double Taxation Agreement (DTA) with Switzerland. Once in force and effective, the new DTA will replace the former Treaty of 1974 on taxation of frontier workers. |

Pakistan and Tajikistan | On 30 January 2023, the Federal Board of Revenue of Pakistan has published Notification S.R.O No. 82(I)/2023, declaring that the amending protocol to the Double Taxation Agreement (DTA) with Tajikistan entered into force on 17 June 2022. The protocol generally applies from 1 July 2022. |

Chile and Uruguay | Uruguay’s tax authority has declared that the MFN clause in the Double Taxation Agreement (DTA) with Chile has been triggered in respect of interest payments. With effect from 1 January 2023, the withholding tax rate on interest under the DTA is reduced from 15% to 10% due to DTA between Chile and India. |
