Sweden’s Ministry of Finance has proposed an increase in taxes on cigarettes, cigars, cigarillos, smoking tobacco, chewing tobacco, and other tobacco products by 3.5% above the standard indexation.
This announcement was made on 27 November 2025.
The tax rate for snus is set to be updated to align with the 2027 indexed rate but will not include the additional 3.5% increase. Standard tax amounts in the laws governing tax exemption on imports and the movement of certain excise goods will also be adjusted to reflect the new rates.
The proposed changes are expected to take effect on 1 January 2027, while existing rules will continue to apply for periods before the implementation date.
