The Inland Revenue Authority of Singapore (IRAS) announced on 26 February 2026 that all GST-registered businesses will be required to use InvoiceNow by April 2031. The phased rollout, based on annual supplies, aims to boost productivity, reduce manual processing and errors, and improve GST compliance through Singapore’s nationwide e-invoicing network. SMEs and larger businesses will receive grants and support to ease adoption.

The Inland Revenue Authority of Singapore (IRAS) announced, on 26 February 2026, plans to extend the GST InvoiceNow requirement to all GST-registered businesses by April 2031. The move, revealed during the Ministry of Finance Committee of Supply (COS) Debate 2026, aims to boost productivity and efficiency through digitalisation.

InvoiceNow is Singapore’s nationwide e-invoicing network, launched by the Infocomm Media Development Authority (IMDA) in 2019. Built on the Peppol framework, it allows businesses to submit structured invoice data directly to IRAS. Over 63,000 businesses currently use InvoiceNow via accredited providers, including free portals, accounting solutions, and customised systems.

Rollout Schedule:
The requirement will be phased in based on total annual supplies:

From November 2025, newly incorporated companies who voluntarily register for GST must submit invoice data through InvoiceNow. From 1 April 2026, all new voluntary GST registrants, regardless of incorporation date or business structure, must submit invoice data to IRAS via the network.

Support for Businesses:

  • SMEs:
    • Free InvoiceNow-Ready Solutions until March 2031
    • Grants up to SGD 1,000 to offset onboarding costs
    • Up to 50% coverage of software subscription costs under the Productivity Solutions Grant
  • Larger Businesses:
    • Progressive rollout aligned with software refresh cycles
    • Grants up to SGD 5,000 for early adopters

Preparing for GST InvoiceNow:
Businesses can join IMDA and IRAS webinars at go.gov.sg/iras-gst-invoicenow-webinar. Key steps include:

  1. Ensure the chosen solution is InvoiceNow-Ready via the accredited InvoiceNow-Ready Solution Provider (IRSP) list or an IMDA-accredited Access Point Provider (AP).
  2. Register for InvoiceNow and obtain a Peppol ID via the SG Peppol Directory using the business’ UEN.
  3. Enable the GST InvoiceNow submission feature in the solution; businesses with in-house enterprise systems should coordinate with their AP to connect to IRAS.

  • Supports future integration with international e-invoicing networks (EU, New Zealand, Japan, Australia)

Businesses already report benefits such as automatic invoice issuance and automated accounting entries, with large firms like Sheng Siong and Courts, and smaller companies such as I Interior Design, highlighting improvements in efficiency.
