The Saudi Arabian Council of Ministers approved the signing of an income tax treaty with Bahrain and the approval of tax treaties with Croatia and Kuwait on 22 April 2025.

The treaty with Bahrain aims to address double taxation and promote investment. The agreement with Croatia, signed on 4 December 2024, focuses on resolving tax issues and encouraging trade. The treaty with Kuwait, also signed on 4 December 2024, is the first such agreement between the two countries, aiming to eliminate double taxation and boost investment.

Earlier, Saudi Minister of Finance and Chairman of the Board of Directors of the Zakat, Tax and Customs Authority (ZATCA) Mohammed Al-Jadaan signed a series of agreements aimed at strengthening tax and customs cooperation with multiple countries during the Zakat, Tax and Customs Conference, which commenced on 4 December 2024 in Riyadh, according to a release from the Saudi Press Agency,
